Jõhvi Athletics Meeting

1. General provisions

1.1 Applicability of guide

This Guide is in compliance with the Competition Rules of World Athletics (hereinafter WA) and competition regulations of the Estonian Athletic Association (Eesti Kergejõustikuliit; hereinafter EAA).

 1.2 Adherence to guide

Adherence to this Guide is mandatory for all organizers and competition participants.

1.3 Interpretation of guide

During the competition, resolving of issues not defined in this Guide or issues that may be interpreted in a number of ways falls within the competence of the Chief Judge of the competition, the technical delegate of the EAA, and the representative of the competition organizer.

 

2. Objectives of competition

2.1 Preservation and carrying forward of the memory of Heino Lipp, sports hero from Ida-Viru County, through the organization of a high-level competition on the 100th anniversary of Heino Lipp's birth.
2.2 Establishment of a new tradition by holding the first international athletics evening meeting in Ida-Viru County at Jõhvi Athletics Stadium named after Heino Lipp.
2.3 Significant increase of the visibility of Jõhvi rural municipality and Ida-Viru County in the Estonian sports and cultural continuum by holding a historical sports event.

 

3. Program and procedure of competition

3.1 Name of competition

HEINO LIPP 100 - Jõhvi Meeting (hereinafter competition)

3.2 Organizers

The competition is carried out by the Sport Event Team (Spordiürituste Korraldamise Klubi; hereinafter SET) in cooperation with Jõhvi rural municipality.

3.3 Time and place of competition

The competition takes place on June 2, 2022 at Jõhvi Athletics Stadium named after Heino Lipp.

3.4 Events in competition program

Women: 200 m, 800 m, 100 m hurdling, long jump, high jump, triple jump

Men: 100 m, 800 m, 4x100 m relay race, 110 m hurdling, long jump, triple jump, discus throw, javelin throw

3.5 Leading of competition

The competition is led by the Chief Judge in cooperation with the EAA technical delegate and a SET representative.

 

4. Terms and conditions of participation

4.1 Competition participants

Athletes from Estonian athletics clubs and individual athletes that hold a valid EAA license as well as invited foreign competitors may take part in the competition.

4.2 Competitors must be eligible to compete under WA regulation ER 3.
4.3 Registering for competition

To participate in the competition, a completed registration form must be submitted to the organizers no later than on June 20. Invited foreign competitors are registered for the competition based on their participation confirmation.

 

5. Technical terms and conditions of competition

5.1 Competition numbers

Competition numbers are issued at the assembly point at the competition venue no later than 1 hour before the start of the event included in the competition program. Competition numbers must be worn in compliance with competition regulations.

5.2 Registering for events

Registration for events takes place at the assembly point and closes 20 minutes before the scheduled start of the event for track events, 25 minutes before the start for field events, and 1 hour before the start for pole vault. Competitors will be taken to the event venue accompanied by judges. Competitors that have not registered and/or appear at the event venue without being so instructed are not allowed to participate in the event.

5.3 Competition attire and footwear. Object prohibited at competition venues

Competitors' attire and footwear must fully comply with requirements set forth in WA regulations and rules. Bringing mobile phones, audio players, radios, etc. to and using these devices at the competition venue is prohibited.

5.4 Competition equipment

Only WA-certified competition equipment may be used at the competition.

Personal competition equipment is accepted for inspection no later than 1.5 hours before the start of the respective event. The brand of such equipment must be identifiable upon visual inspection and the equipment must have a valid WA certificate.

5.5 Performing attempts

In long jump and triple jump as well as in throwing events, athletes have 3 attempts as a result of which are identified the best eight who will have an additional 3 finals attempts. All track events are timing based.

5.6 Protests and appeals

Protests and appeals related to the competition may be filed and will be resolved in compliance with applicable competition regulations.

 

6. Award ceremony

6.1 HEINO LIPP 100 – Jõhvi Meeting award ceremony

The best three for every competition event will be awarded a HEINO LIPP 100 medal and the following cash prizes: 1st place 300 euros, 2nd place 200 euros, 3rd place 100 euros.

In the 4x100 meter relay race, the cash prizes of the best three teams are as follows: 1st place 600 euros, 2nd place 400 euros, 3rd place 200 euros.

20% income tax applicable in the Republic of Estonia is withheld from all cash prizes.

 

7. Funding

7.1 Competitors’ travel expenses

Athletes’ travel costs are borne by the sending club or the individual athlete. The organizer reimburses the clubs for participants’ transport of no more than 100 euros per five competitors. Travel expenses of invited participants are borne by the organizer.

7.2 Costs related to organization and carrying out of competition

All costs related to the organization and carrying out of the competition are borne by SET in cooperation with Jõhvi rural municipality.
